Publication of SET Plan progress 2025
The SET Plan Progress Report 2025 was published during the 19th Strategic Energy Technology Plan (SET Plan) Conference in Odense, Denmark. The event was opened by EU Commissioner for Energy and Housing, Dan Jørgensen, who emphasized the strategic importance of energy independence as a cornerstone of Europe’s security.
This report highlights the SET Plan’s key role in aligning EU and national research and innovation (R&I) agendas to advance a more competitive, secure, and sustainable Europe. In 2024, the SET Plan’s position was reinforced through the Net-Zero Industry Act, which granted its Steering Group an enhanced legal status. Building on this progress, the European Commission invited in 2025 all Member States and European Economic Area countries to join the new High-Level Steering Group and initiated the process of updating the SET Plan’s governance framework.
The report also outlines the recommendations of the cross-cutting task forces and provides an overview of the work undertaken by SET Plan stakeholders, including IWG5 which received support by IWG5 CSA.
